I have the honour, by permission of His Excellency the Officer administering the Government of Hong Kong, to address your Lordship under the following circumstances.

2. On the 14th August 1882, the Right Honble the Earl of Kimberley, then Secretary of State for the Colonies, appointed me to the position of First Clerk in the Surveyor General's Department & Clerk of the Deed Registry in the Hong Kong Land Office, on the recommendation of Mr. Farrer (Messrs Harrer Omory & Co. of Lincoln's Inn Fields), in whose office I was a managing conveyancing clerk.

3. I accordingly signed the usual Agreement & came to this Colony with my family, and performed my duties.
